Permanent Residence Permit

Description: After five years of uninterrupted legal residence in Portugal, you can apply for a permanent residence permit. This offers much greater validity and stability than temporary residence permits.

The difference from citizenship: Permanent residence does not entitle you to an EU passport, but it does guarantee you the right to live in Portugal indefinitely. Citizenship (an EU passport), on the other hand, is subject to a 10-year residence requirement and an A2 language proficiency requirement for Turkish citizens under the new law.

Who is it for: Residents in Portugal who have completed, or are about to complete, a period of five years’ uninterrupted legal residence.

Terms and conditions: Five years’ uninterrupted legal residence, a basic level of Portuguese (usually A2), a clean criminal record and proof of continuous residence are required.

Scope: Documenting continuous residence, referring applicants to the language proficiency assessment process, checking criminal records and preparing the necessary documents, compiling the application file, and coordinating the appointment process.
